Saudi Arabia’s national waste management sector required a unified capability development system to professionalize the workforce, align roles, and support future regulatory and operational demands.

Our Approach

  • Designed the Integrated Capability Development System (ICDS) comprising job families, roles, and progression rules.
  • Developed a comprehensive competency model including functional, technical, and behavioral competencies.
  • Structured career pathways from entry to expert levels.
  • Created standardized assessment tools: competency evaluation rubrics, proficiency scales, and performance integration.
  • Aligned training recommendations and L&D programs to the new framework.
